Interesting story. It occurs to me that one solution to this problem, assuming it remains ongoing, is to install a separate KWH meter at a problem site (e.g., Bissetts, Calibeys), and compare results over a suitable time period. 

These meters are commonly available and are certified for trade; they are used extensively at marinas and campsites. They are available with data recording, either with internal memory or via PC. Most can be downloaded/read with a PC, and some will directly drive a printer. They are generally easy to install.

I don&#039;t know how they would fare against a CL&amp;P, but if this problem persists, and the AG continues to recognize it, it might be possible to arrange appropriate legal status for one or more specific meter types, and/or installers.
