Lisbon, Ct., Home Improvement Contractor To Repay 12 Victims

Twelve homeowners who lost money to a Lisbon home improvement contractor will soon get some of their money back, Connecticut Consumer Protection Commissioner Jerry Farrell, Jr. said today.

Michael Sheeler of 13 Regina Road in Lisbon pled nolo contendere (“no contest”) in New London Superior Court on March 5 to one count of violating the Connecticut Home Improvement Act in eight separate homeowner cases. He was sentenced to serve two months on each count in six of the cases to run consecutively, and two months for the remaining two cases to run concurrently, for a total effective sentence of 12 months.

Sheeler’s sentence also contained a stipulation with the Department of Consumer Protection that allowed all eight victims in the above cases, plus four additional victims whose claims were handled by the department, to receive restitution totaling $73,666.00 from the Connecticut Home Improvement Guaranty Fund.

“Home improvement continues to be the number one source of complaints received by the Department of Consumer Protection,” Commissioner Farrell said. “I applaud the work of DCP investigators, state and local police, and our court system in the effort to make twelve consumers whole.”

Sheeler is now out of the home improvement business and has agreed to never again apply for a home improvement contractor registration.

These outcomes resulted from an investigation conducted by the Department of Consumer Protection in conjunction with state and local police departments.
