Medical License Suspended Over Horrific Office Conditions

Connecticut Attorney General Richard Blumenthal and state health officials suspended the license of Dr. Teresita Mascardo, d/b/a Connecticut Plastic Surgery Center, LLC of Ridgefield in an emergency action after discovering horrific office conditions.

Blumenthal announced today that state health inspectors discovered violations so severe at a plastic surgeon’s office that his office obtained an emergency order from the Department of Public Health (DPH) suspending the facility’s surgical license.

Blumenthal said today that a state inspection of the facility revealed unsafe and unsanitary conditions including:

• An unlicensed anesthesiologist;

• single use suture sets and other supplies that were resealed after they were opened, and had blood and/or other human fluids on them;

• severe rust in the interior of a machine used to sterilize surgical equipment;

• a garbage container in a recovery room full of food, garbage and other surgical waste including syringes;

• animal dropping on equipment;

• dust debris and blood on the floor and equipment; and

• procedures conducted without nurses present.

Blumenthal and DPH Commissioner J. Robert Galvin are working together to stop this severe and unacceptable risk.

“This emergency suspension stops a medical nightmare — a facility plagued with dirty bloody equipment, unsterile supplies and other grossly unsanitary and unsafe conditions,” Blumenthal said, “My office is working closely and urgently with the Department of Public Health to close this facility permanently and to prevent a health care catastrophe.”

“We have obtained an immediate and temporary suspension of Connecticut Plastic Surgery Center, and will continue our case to seek additional remedies and complete closure.”

Inspectors also discovered that the facility failed to develop an effective program to control the distribution of drugs; failed to develop an infection-control program; and failed to properly maintain medical records on its patients, including adequate protection of confidentiality.

  1. I am one of the people that suffer the daily pain and disfigurement because of this woman and she scarred me over 4 years ago…what can all of the people she has hurt do? Can we make a class action suit against her? Do we have any rights?

    • OMG she did my tummy fours years ago and it is crooked and she never finished it. I suffer daily pain and I look like frankenstein. My belly button is so messed up and is NOT in the center of my body. I am larger on one side. she owes me 20 thousand dollars.       • my name is maria i had my breast enlarged and she gave me wrong size and she decided at the last minute to give me a lift on one side and now i have uneven breast and she put her own size of implants in me .

  2. Hi my name is Zarane.. She also did my brest implants and one is up and the
    Other is on the side… On top of that.. When I went under for the implants.. Something went wrong… She stated I had a allergic reaction to the anesthesia… After she was able to wake me up she sent me home as if nothing went wrong… I was never able to see or reach her after that.. And I got my implants done 3/08 and I also suffer from pain I can never be without a bra!

    • Hi.. My name is Laura and I’ve been under severe depression for the last ten year over “multiple botched surgeries” from this horrible uneducated unprofessional dr. She’s done the same surgery on my chin (terrible crooked) 5 times!!!! Before getting it right. It was so painful and I was written up at work because each time the surgery was performed my face would blow up and I wasn’t able to be out in the public eye. My bosses were getting over this mess and I lost a lot of money at work alone. I also had two nose jobs left with horrible scaring and a huge dent in the middle that hooks downward now. I’ve been horribly depressed over this for years cuz I just don’t look like myself at all and the nose looks so much word that my natural and 2xs the size. These are only the very few of the probs but this is smack on my face and I feel completely self conscience about this for so many years. I was 26 when I got all this done and now I’m 36.. I hate my face more than ever and regret ever meeting this woman. I’ve tried for 10 years to save up enough money to redo this woman’s mess but after putting myself in debt paying her 20,000 and the mess she’s created no dr wants to touch me without costing me an arm
      And a leg to fix her mistakes cuz it’s no longer “virgin skin” and so much harder the 2nd, 3rd, 4th…. Etc time around.

      Anyway after you just hearing me rant on (my apologies btw) first off I’d like to say that I’m SO sorry that this happened to you. I completely feel you pain. I read she is being sued and shut down by the health dept.. Her anesthesiologist was unlicensed and put us in TREMENDOUS danger. Also her office was filthy and she used soiled tools which put our health and lives in extreme danger with bacterias, infections HIV, hepatitis, and communicable disease.. I’m so completely distraught at this time and I was wondering what you did about your case and if you had ever contacted a layer?
